In March, the Federal Trade Commission (FTC) charged BMW with violating the “tie-in provision” of the Magnuson-Moss Act by stating within Mini owner’s manuals that “only Mini dealers are to perform oil changes” as a condition of the four-year, 50,000-mile limited warranty.
